In the View menu under Toolbars, click on Customize....

Customize...

-> The same-named dialog box is opened.

Switch to the tabbed page Toolbars and click on New....

Toolbars -> New

-> The dialog box New Toolbar is opened.

Enter the desired Toolbar Name and confirm with OK.
